The assistance requested is in the preparation of a concept and fully worked-up model of a contract, based on and learning from EU experience, adapted and suitable to Ukrainian conditions. The model should contain detailed procedures for introducing the contract, the institutions involved, qualifying conditions for contracts, procedures for monitoring, procedure in case of failing to meet terms of the contract. Procedure for piloting if required.
This work is to be completed within the time-scale of LARGIS II, i.e. by May 2006.
