Regional Development Agencies

Lead expert: Krzysztof Herbst

The purpose of the assistance is to establish a model for an oblast or inter-oblast agency which is capable of making a significant contribution to regional development. The necessary conditions and procedures for establishing such an agency should be described, as should the status, powers and resources of the agency and its relation to regional and national state authorities. There should be some analysis of what currently exists in Ukraine and how it relates to the model described. A procedure for piloting should be proposed, if required.

This work is also to be completed within the time-scale of LARGIS II, i.e. by May 2006.
