The purpose of the assistance is to establish an EU-harmonised system for determining state capital grant allocations to regions and territories within regions, cities, towns, rayons etc. The grants may be for regional infrastructure projects or for the support of chronically depressed territories, where the allocation criteria should correspond to the agreed measures of relative deprivation. The development of institutional procedures for multi-year funding is regarded as essential. These currently do not exist. |
